Hernandez Consulting’s contract was to provide expert installation services for digital TV (DTV) boxes during the FCC’s analog to digital broadcast change. This started June 1 and continued to Aug 31, 2009. During this period we operated a call center which received requests for service and assigned installers in 14 states to the service locations. Our team accomplished the following:
1) Answering 700 calls per day for 4 weeks, through a VOIP system.
2) In total sorted 600+ requests for service to relevant “on-the-ground” installers.
3) Make Quality Control Calls – Our team received work orders from “on-the-ground” installers and proceeded to call the customers to make sure (quality control) that the DTV boxes were installed properly. This team discovered significant fraud among several sub-contractors by verifying contact info.
4) Create invoices – our team used the information collected from the quality control operations to create proper invoices to the FCC totaling over 14,000 installations.

Louisiana Offshore Oil Port, LLC (LOOP)

Hernandez Consulting assisted LOOP LLC in a project to gain the re-appropriation of Department of Homeland Security grant funding for Buffer Zone Protection Plan Enhancements (BZZP) – Surface Entry, Air Assault, and Counter-Surveillance Threat Mitigation. The Clovelly Tank Facility, which stores up to 3 million barrels of oil, is a national asset servicing 30% of the Nation’s refining capacity. Thus, protection of this facility’s petroleum storage and intake infrastructure is of critical importance to the U.S. Government. An internal security review following the deployment of the initial protection system exposed areas left un-addressed by the original enhancements to the BZPP. Hernandez Consulting developed the proposal/plan that outlined the justification, planned improvements, and risks for the additional grant funding.
Real Estate Title and Abstracting Services 
U.S. ARMY CORPS OF ENGINEERS (USACE)
Contract # W912P8-06-D-0076/78/80/81 Location: Orleans, Jefferson, St. Bernard, and Plaquemines Parish, LA
Hernandez Consulting is handling the project management for real estate title services and title insurance for the acquisition of various servitude interests or the full interest in property from private individuals, corporations or governmental bodies. In our capacity we are serving as the intermediary between the USACE and the firms conducting the title services and title insurance. We are also conducting the quality control testing to ensure that the title interim binders are meeting the needs of the government. Some of the current issues we are encountering are that given the destruction and aftermath of Hurricane Katrina, many of the Parishes had records lost and destroyed complicating the title work process. We continue to work through the issues as we serve as an intermediary representing the interests of the USACE as they attempt to gain clear title on lands surrounding the levee walls in order to reinforce the structures to prevent flooding after future hurricanes and heavy rains.
